Why don't you do this using Ftp softwares like Filezilla to upload and install Wordpress ? Believe me it is very easy. Upload the Wordpress files and edit wp-config.php file.
And I am sorry but are you sure you installed the correct files? I couldn't understand why there is a folder named promotions ! :)
