Assuming that the lock doesn't clear itself, what that post suggests is that you use a tool like phpmyadmin to access the wp_options table and look for a row with the key "core_updater.lock" and remove that row.
In another thread, you mentioned that you use GoDaddy, so you can access phpmyadmin from your GoDaddy hosting control panel.
Or you can perform a manual update.
