That's not a WordPress thing, your directory, that's GoDaddy.
/home/content/23/10255823/html/ - if that's where all your files are, IS your root. Though I've never seen GD do it that way,
If everything is new, delete the whole thing and start over. Do not use GoDaddy's installer, though. Do it manually.
