well, there's an easy way to test that. Disable all plugins and set your theme to twentysixteen. Does the problem go away? If so, re-enable things one at a time until things break again.

Thanks for that Sterndata I did what you said and resolved the issue, it turns out it was one of the plugins which I have now deleted. Everything is fine now yippee

Are you using Chrome? If so when you are in the editor before saving, hit F12. In the window that opens make sure Console is underlined. The hit the save button. This will show what is not loading...
