Have you tried deactivating those plugins to see if it makes any difference? Some of those are likely to be fairly resource heavy.

If your hosting block your ip for whatever reasion its not bc. your ISP. So you have to adjust this with Godaddy, why it blocks your ip and how to whitelist it.
